ABOUT THE PROGRAM

The SBA HUBZone Program

The Historically Underutilized Business Zone (HUBZone) program is administered by the U.S. Small Business Administration to spur economic development and job growth in distressed and underutilized communities by directing federal contracting dollars toward small businesses located in, and employing residents of, those areas.

HUBZone-certified firms compete for federal set-aside contracts and, in qualifying circumstances, may be awarded work on a sole source basis — giving agencies a faster, more direct path to award while advancing the program's economic development mission.

TWO PATHS TO AWARD

Set-Aside and Sole Source

HUBZone certification gives a contracting officer two distinct routes to Kurrent Logic. Which one applies is decided by market research, not by preference.

HUBZone Set-Aside FAR 19.1305 · 52.219-3

A requirement is set aside for HUBZone-certified small businesses when the contracting officer has a reasonable expectation that offers will be received from two or more HUBZone concerns and that award can be made at fair market price. Competition stays inside the HUBZone pool.

HUBZone Sole Source FAR 19.1306

Where that expectation does not exist, the contracting officer may award directly to a single HUBZone-certified firm, provided the concern is determined responsible and award can be made at a fair and reasonable price, within the dollar ceilings the program sets for sole-source awards.

Verify the certification

Confirm Kurrent Logic LLC holds an active HUBZone certification in SBA’s Dynamic Small Business Search and in SAM.gov. Certification status, not self-representation, is what carries the authority.

Document the market research

Record whether two or more HUBZone concerns are expected to submit offers. That finding is what determines a set-aside competition versus a sole-source award, and it belongs in the file.
